Intergovernmental Panel on Climate Change(IPCC) of United Nations Framework Convention on Climate Change(NFCCC) made the fourth scientific report on February 2, 2007, which pointed out that the average global temperature has increased by 0.74 ℃ over the past 100 years. If greenhouse gas (GHG) continued to be emitted to the current trend during the next 20 years, the average temperature should increase 0.20℃ in every 10 years.
